A Consultant recruited by the EU Commission is currently conducting a formulation
study for an EU project that will reinforce capacities of the ECOWAS
Commission under the 10th EDF.
The project is entitled “Support to ECOWAS capacity development”. This
project aims at encouraging the adoption and implementation of the
institutional reforms needed for compliance by the ECOWAS Commission with the
“4-pillar” criteria with regard to accounting, internal control,
audit and procurement procedures. Compliance is necessary in line with the
Financial Regulations applicable to the 10th EDF and made more
explicit by recent assessments.
The implementation of the new project, which will start in late 2013 will also
bring support to the ECOWAS Commission for the monitoring and evaluation of the
10th EDF Regional Indicative Programme (RIP) and will boost
coordination with the UEMOA Commission.
The RIP serves the needs of the two regional organisations and their member states, and its implementation sees the involvement of several EU Delegations as well as of
ECOWAS agencies and institutions. There is therefore a particular need for
consistent monitoring, coordination and evaluation during and after implementation.
